How do i know when i need to replace my rotors ?

if the car shakes or the wheel shakes or vibrates when you brake that means they are warped

If you look on the rotor,, somewhere there is A minamum (sp) thickness number. Rotors can be turned on A brake lathe down to this minamum (sp) thickness, to recreate A fresh, flat surface for the brake pads. IE... slightly warped rotors,, or,, somehow you've not checked your brakes and run out of brake pad, and the only thing left to stop you would be the backing plate the pad was bonded to.

i know my rotors are a pain in the buy but the pads have not run down all the way yet. do you think i will be fine if i just put new pads on ?

i measured them and they are fine ? i heard you only need to turn the rotors if the brake pedal pulsates goin up and down otherwise u can just throw new pads on ?
is this true ?

every time you replace the brake pads the rotors should be " freshened up ". You can use sand paper to knock the glaze off the rotor in A circular motion.
If there is a eregular surface ( ridges like an old record ) then you should have them turned to get that straight, flat surface.
